Environment Canada
1983-2018 Sr. Enforcement Engineer and National Operational Adviser, Enforcement Division Technical operations and litigation adviser to Environment Canada and the Dept. of Justice on environmental law enforcement techniques, technologies, investigative strategies and environmental forensic methods. Provides expert witness testimony and/or procures expert witnesses and assists in case development strategies. Provides environmental law enforcement technical advice on a national basis to all the regions and headquarters. Provides specialty training in research, regulatory development and forensic environmental investigation techniques. |
Environmental Enforcement, Contaminated Site Investigation and Cleanup.
Conducted/assisted in more than 100 legal investigations of Federal environmental law, and several hundred plant and site inspections. Issues involve violations of the Canadian Fisheries Act, Canadian Environmental Protection Act and British Columbia Waste Management Act, concerned with PCBs, anti-sapstains, heavy duty wood preservatives, hydrocarbons, hog fuel leachates, hazardous wastes, contaminated sites, Pulp and Paper Mills and all other industrial sectors in Canada. Duties include negotiations on legal penalties, site assessment/remediation strategies and participation in site remediation programs. Sites included private lands, federal lands, lands under First Nations jurisdictions and impacts on municipal jurisdictions. See Appendix I for details. |
Training courses can be custom designed to meet the needs and capacity level of the local regional agency. Field exercises allow the students to practice the skills learned in the class lectures. The settings are real life situations that they can encounter in the field and strongly re-enforce the objectives and techniques required for conducting forensic environmental assessments and investigations.
